There's always an alternative in Linux, but I'm not familiar with a Windows program called "MP3 Converter"
What exactly are you looking for in terms of function? Do you want to change existing MP3's to another format, Convert music CD's to MP3's or something else?
There are plenty of online actual MP3 converters (change MP3's to ringtones etc) that obviously work on any operating system.

Thanks for the info, Mikkh. What I am trying to do is download music, usually in Video format, and convert it to MP3. I can than save it to HDSC card or DVD to listen in my car. Yes, there are a few that work in Windows, but most are offered only on 30 day trial or to buy. I download perhaps one tune per month and cannot justify the expense or buying one. Thanks again, Alex

There are several youtube downloader apps in Linux, just search in your package manager to see what's available. Then go to youtube and find the song/track you want to download and start playing it - copy the URL from the address bar into the youtube downloader app and it will download it. There is usually the option to download just the music in various formats including MP3, so the conversion is already done for you. "youtube-dl" is the one I use in MX Linux

Thank you for that information. I downloaded Codecs Pack, but after I got the message that the installation was successful, it disappeared and I could not find it anywhere!! I tried it twice and I am now giving up in frustration, but will try again with another application. Many thanks, Alex

I have been using an URL address and an extension for downloading youtube medias and it works ok until recently, all my chrome based browser stop working for downloading as the "download" button have disappeared. However, Opera browser with the url and extension still working. url = y2mate.is/en49/extension = tampermonkey you load the url and click on "download our chrome extension" it then bring up another page with a link to download the extension from the extension repository. After thats done click on "download y2mate extension" and it will install a script file to Tampermonkey which will display a download button to youtube pages. As i said before, chrome base browser no longer works with the above (have vivaldi, brave, kinza) none of them works now but my opera still works at present.

Have just checked with waterfox (variant of firefox) by installing greasemonkey as extension and the script file from the web address and it also works.

something strange just happened. Going to youtube using vivaldi and the tempermonkey and web link combo is working again with the download button showing. I have not done anything to cause that.

I downloaded youtube to MP3 converter at ytnp3.ru and saved it to Chrome favourites. I works both in Win10 and in Linux Mate, because I use Chrome in both OS. I had to accept YouTube Add blocker which I don't mind, otherwise I did not have to register nor to provide any personal details. I think that the converter originates in Russia. Many thanks for your help and information. Alex
