Maybe it's just shy? Could be unformatted or the wrong file system that Windows doesn't understand.

You need to go back to disk management, like you did for the new internal drive and see if it appears there.

It could be broken after a faulty USB sent too many volts to it (just a guess)

What was the micro SD in originally, or is it a new one?
