Cannot unblock jets

I have Epson Stulys Office BX535WD Printer/Scanner. I bought it in February 2012 and whilst that might be old for a printer, mine was not used much. One or two pages per week. The jets are blocked and I cannot unblock them. The Black is barely working in Quality mode and even then the print is grey. Having tried cleaning the heads a few times without success, I bought "Refresh" Cleaning fluid and used it twice. I even let it soak overnight yesterday and then changed 2 cartridges, but the problem persists. I thought that the ink pad may be full, but there is no warning light to indicate that.

All suggestions would be most welcome.

Thank you for that Lynnrose. I have cleared the jets with flush fluid. I also downloaded the Reset Waste Ink software from WicReset, which told me that my waste pad is only 47% full and not the cause of the problem. Finally, I changed all the cartridges from a new source and the problem persists. The print is very faint and barely legible in High Quality Greyscale and it will not print at all in colour. Yet all the Windows monitors are telling me that "the device if working normally"!! So, unless someone has any other ideas, I think I should scrap the printer and buy a new one.

I have solved the problem by ordering a new printer - Epson Eco Tank ET 2750.
