can;t delete a folder

My friend made a folder on his desktop and called it My Pictures, he put all the pictures he wanted for a short time in that folder, now he has finished with the pictures he cannot delete the folder, right click the folder, delete, it goes but come back when you restart the computer, drag it to recycle bin same thing happens, drag it to the recycle bin then disk cleanup, same thing it comes back, windows explorer delete the folder on restart it comes back, I realize it has the same name a the folder in startup but we don't want to remove that folder or is it something to do with having the same name, we have tried to renaming the folder but it still wont delete, any more suggestions please

Check he isn't viewing the desktop as a web page, and untick 'lock items' if he is

All sorted, what happened was his webcam saved the photo's in the folder on the desktop, and it seem it wouldn't allow the folder to be moved or renamed, so we uninstalled the webcam and the folder disappeared, we then reinstalled the webcam and took a few pictures and sent them to My Pictures and the other folder on the desktop didn't reappear.
