I've managed to solve this, but am posting as a reference in case it might affect others.
My wife bought a couple of games CDs and was installing them on her W7 Laptop.
One returned this error.
I did a search and came up with a number of different so called solutions, some of which I wouldn't try at all.
Then I found some information, that this .dll comes with Internet Explorer. My wife's machine, though it has Windows 7, didn't have IE.
I downloaded it from M$. All is working perfectly now.
Seems, for some reason, the program needed some part of IE to function. It wasn't to access the net, I assume for some other reason.
Anyway. if anyone else ever comes across this problem, IE is the place to start. Apparently, some malware deletes it and offers to provide a replacement.

A number of Microsoft technologies are co-dependent on each other - Visual C/.NET/DirectX are the usual three intertwined, especially for games, but IE get's thrown into the mix too on occasions.
.NET is often required for cracks too, which I find deliciously ironic and amusing - but then I am easily pleased

I've recently turned off a load of Schedule Tasks on my wife's W7 machine, concerned with Genuine Advantage.
It was surprising how many there were and how much of the machine power they were using up.
So far, no ill effects.
