Software To Vet Future Members Of A Group

Hi folks, not been too good lately so haven't been around, but I'm hoping someone might be able to help me. I'm a member of a recycling group which is national, and its been getting invaded by ex members who have been deleted for misbehavious who are coming in and harrasing people and putting countless threads all of the same message just to mess the group up. Everyone is wondering is there any program which can be added to the site by the trustees or techs so that possible members have to put their names and addresses, and someone vets them beforehand whereas at the moment its getting that they are banned one day and back in the next under a new addy plus guests can read the site, and unless the ip's are picked up then they cause havoc and the site needs to keep these scumbags out once and for all. What website is it? At this one, like at MSN, you can set it to private, so that no-one can see past the log-in screen unless they sign in...also can be set for a moderator to have to allow each membership...IP's can also be banned at this one (I think...have to check as so far I haven't had to do that)...also can set certain boards to be hidden from certain members etc etc
