The first speeding conviction was handed out, to Walter Arnold, who was clocked at a giddy 8 mph. The speed limit at that time was 4mph. Walter was fined one shilling plus costs. He could put his foot down later that year when the Locomotives on Highways Act 1896 was raised to 14mph.
