You will have to download Java, Adobe Flash 10 and K-Lite Mega codec pack. You will find all 3 at www.filehippo.com.

ActiveX is a protocol (for drivers/addons) used by IE, not something that needs installing. It's probably disabled or the security settings are set to high/paranoid in internet settings - check the settings in control panel or via tools/options/internet settings in IE itself.
It might be a good time to acquaint yourself with some of the alternatives too - Like Firefox, Opera, Chrome or even Maxthon which uses the IE core, but a different interface

That was one thing I noticed when I bought my netbook recently, they had installed all kinds of worthless trials and not Java or Flash which its a job to live without.

Java gets updated frequently, so maybe they're afraid of admitting how long they've been on the shelves - it does give quite an accurate pointer to it's age.
Or perhaps it's just sheer idleness and lack of attention to detail.
Whether Java and Flash are pre-installed is the first I look at when trying a new Linux distro because the internet would be at least 50% useless without them

I guess we all have different ways of doing things, but assuming you have lots of bookmarks, surely searching through a host of desktop icons is more counter productive and time consuming?
And the bookmark toolbar, while not being my favourite thing, is useful for putting your most visited sites on for quick access.
I'm trying to imagine the sequence of events you must go through with desktop icons
Do you close the browser and start from a different shortcut? Do you minimise the existing browser and load another shortcut? Perhaps you use the show desktop button on the extreme right of the Windows 7 taskbar?
You can copy URL's in Firefox and being in Windows 7 for a change, I notice paste shortcut is greyed out for some reason. You could use the 'New' button though and pick shortcut from there.
If you used this system before, you must have existing icons on the desktop? If you make Firefox your default browser, Firefox will load them instead of IE
