Thanks very much that did the trick ! I had not enabled the Advanced Power Management
How are you on USB 2 ports? changed towers in my other tower had a usb 2 in it was reading my external HD and my Dongle Changed the USB 2 over to this tower and it wont pick up either the Dongle or the HD which is really strange as it is picking up my usb mouse !

You may need to enable USB2 support in the BIOS. The mouse is probably USB and only the other devices need USB2. If you have connected some of the USB ports to a header on the motherboard; make sure its connected to a blue header and not a red one, which is firewire. Apart from the colour they look the same but they are not.

Been into the Bios and there is nothing there the only thing mentioned is a Legacy USB which was disabled so i enabled it no luck. As to where its connected my brother put it in for me but i will mention about it being blue to him though he has tried it in 3 different slots and all the same result

If it's a PCI add in card, it may need drivers - what's the name on the card?
Does device manager list 'enhanced' in the USB section?

Some USB2 PCI cards have a power connector, the same as a floppy drive. Check to see if its connected if it has.

Once you've checked the power to the card, we'll take a slightly "side-ways" step. Make sure your speakers are on, and set the volume to highest. THEN Move your mouse to a different USB port. What sounds do you hear? NOW plug your dongle into where you took the mouse FROM. Again, what sounds do you hear?
Should be some dings and dongs going on ...

Tried Don's suggestion and all i managed to do was blow 2 fuses on the power cable ! there does not seem to be a power connector to the PCI card it just slots into the board.

It makes me wonder exactly what you have got there, if swapping USB cables starts blowing fuses on the mains power. Remind me not to let your brother anywhere near a computer of mine. Thats OK about not having a power connector on the PCI card, it was just worth a look in case.
If its blowing fuses, there is a major fault with the PSU. I would get that changed, before I worried about anything else. Mains power can kill ya much quicker than not having USB2.

How big is the PSU?? If it's less than 400 watts, it should have been thrown away years ago.

No idea how big the psu is or how to find out

The wattage is written on the side of the PSU. Make sure that thing is turned off at the wall before going near it. Leave the plug in the wall, so it is grounded. Theres a capacitor in them PSUs, that can give you a nasty belt. I'm sure there is something seriously wrong there, I've never blown a fuse with computer in my life and I'm an expert at blowing fuses.

Just twigged on what you meant about it blowing fuses "in the power cable". This is a problem bigger than just USB/USB2. Maybe something slightly loose within the PSU, but there's something either shorting or (unlikely) sucking too much power. The fuse blows as a safe way of stopping the whole thing cooking off.
As Ken says earlier, "If its blowing fuses, there is a major fault with the PSU. I would get that changed, before I worried about anything else. Mains power can kill ya much quicker than not having USB2."
5 volts may light your eyes, but 240 will fry you. See about having the PSU sorted, and no delaying it.

New PSU now installed and runnning but that has not cured the problem still not reading the HD or Dongle. Hoping that the new tower will make the difference Could it actually be a faulty usb card ? but it was working perfectly in the other tower !

If you've been blowing fuses, there's a good chance something else has gone too - like the USB card It may have been working before, but being subjected to faulty power has probably killed it.
A new one is about a fiver, so I wouldn't even bother testing it in another machine in case it damages that too - just bin it

Your physical memory isn't very physical and 2 x 1 Gb would be better, although I dont know how much the motherboard will take. You would need to look that up, before upgrading it. It wont break any speed records, but the price was OK.
