When I (re)start my computer it hangs on the one screen and offers a number of options, including F1 to continue.
Is there any way I can get round this apart from putting the computer into sleep mode rather that switching off?

Go into BIOS and set the Hard Drive as the First Boot, that might fix it. You will have to set the CD as First Boot if you need to reinstall at any time. I suspect yours is set with the floppy as first boot. That should be set last or simply disabled. Disabling it wont stop you using it in Windows, if you ever actually use it any more.

Yes it does sound like it could be a battery issue - does it keep the correct time/date? Did you check the BIOS? It could happen if your drives are set to Auto too, there should be a detect all HD's or similar option which might cure it

When you get the F1 message there is usually something else along with it telling you what the problem is. What else is on the screen?
