I got a similar email from them - then an apology 2 days later!!

Oops! That last email, 100Mb Broadband Announcement, was sent in error.

Apparently VM sent out the same email to all VM customers instead of sending different emails to each depending on the tariff each are on. So, it is happening, but depends what you are on now to what you end up getting.
I am on 20MB so will be getting 60MB in March/April

Well i got a letter this morning saying i am defiantly getting doubly what i get now 50mb now 100mb in June

I got one too, saying from end of February though, but clicking your link it says from July onwards for my postcode. It also mentioned a further update to 120 afterwards.
Having just downloaded the latest version of PClinuxOS (689MB) while I was typing that and checking the link, I really can't see a need for it though
