Voice over query

I have a friend that is a bit of a psychiatrist who wants to create discs with calming music backgrounds and wants to put his voice over as relaxing therapy discs.
Does anyone know of a good quality program that would allow him to do this? I have no knowledge in the music or sound making field so can`t help him.

If he's a 'bit of a psychiatrist' he's probably got a lot of money, so he can afford $25 for this

You can probably achieve the same thing with the freeware 'Audacity' too[/size][/font]

A reasonable microphone and a quite room to record in is all else he will need.
